Banding Statement:

Regulations are limiting their fabrication

Banding Statements are similar to Supporting Statements but have a much stronger correlation to the why level answer being sought, provide guidance to the actual resolution path, and could easily be thought of as supplanting the proper why level response. However, they are not the true answer for the why level if a more specific answer to that why level is present. In this case, "regulations are limiting their fabrication" could easily be the answer, but it would necessitate another why level to ascertain what the business should do to solve the issue. Rather, determining that technologies are shifting due to energy conservation helps the business understand that it too needs to shift toward those new technologies. Knowledge of the regulation changes bands the issue between the 4th and 5th why levels but does not provide the needed insight of the technology changes.
